Description:
The course provides students with basic knowledge and understanding of public policy management. students will gain general knowledge of what public policies are, how public policies are created, how and in what manner public policies are managed. We will also answer the question of who are the actors in the creation of public policies. How do interested stakeholders participate in the creation of public policies. It will be explained how public policies such as national, regional and local are created at different levels of government, and how they are managed.
Also, the aim of the class is to explain to the student the vertical and horizontal dimensions of creating public policies and the influence of international public policies on Croatian public policies, from local and regional to national government, using the example of Croatian public policies.
Learning outcomes:
  1. Explain the concept of public policy in relation to the concepts of politics and public management and their role in the public administration system
  2. Explain the method of creation and goals of public policies.
  3. Explain the types and hierarchy of legal regulations and general legal acts
  4. Explain the process and standards of creating regulations, the legislative procedure and the processes of creating lower-level regulations and general legal acts
  5. Analyze the application of public policies in different areas in practice
  6. Form the basic content of a legal regulation or general act in a specific, given
